It is true that I have not been able to find a reliable and capable manager to manage the apartment. The previous guests who are personal friends did not leave the apartment in the ready condition they had agreed to.

The gas range has electric ignition. Perhaps the guest did not see that it had been unplugged? I do not understand the meaning of "no cooking dishes" and can not respond.
There is no hair dryer. The working television that has cables for a laptop as explained in the listing. The oven and dryer are 220V the apartment has only 120V service as explained in the listing.
There is and was at the time if this guests stay an emergency contact with telephone number in the listing.
It is true that the electricity goes out for short percoids of time (usually less the one hour once a month or less) as described in the listing.
I appreciate that AirBnB offered this guest a customer recapture refund for their stay. I hope they are able to enjoy subsequent bookings with AirBnB in the future.

Guests may wish to know that this inquiry regarding the lack of hot water was made after 10pm local Banos time.
I immediately suggested to the guest to check the ignition "D" cell battery in the gas fired water heater. With detailed instructions to simple change the battery.
The guest refused to do this. It took many repeated suggestions for the guest to check and replace the battery and once the guest replaced the battery the issue was resolved and the hot water heater was operational.
The guest was never "on their own". I made the judgement that the battery had died and guest replacement would provide a much quicker solution to the issue than involving an additional party.
