My neighborhood is the safest with 24/7 guards. It has the best restaurants at the lowest prices. It is full of parks with views of hills dotted with Inca Ruins. It is just off of Ave. de la Cultura that gives you quick access by bus or taxi to the Plaza de Armas. Note: The closer you are to the Plaza de Armas the more expensive EVERYTHING is. Also you are constantly being sold something. In my neighborhood you are left alone and can relax.
Just two blocks off of Av. de la Cultura with bus stops and taxis everywhere. A taxi to plaza de armas costs $1.50 and takes 8 to 10 minutes. A bus costs 25 cents or 70 solis and takes 10 to fifteen minutes. You can walk to Inca Ruins in 30 minutes with no tourists or admission costs.
Other Things to Note
After living here for years there is no other place that I would rather be.
You will have your keys and can come and go as you please. If you cook just do your own dishes. No pets please. No smoking inside but you can smoke on the front porch.
Richard's apartment is the perfect choice: a quiet, safe neighborhood with Basilica, the best bakery in Cusco, just down the road for a terrific breakfast. The room is very large, with a large window looking out to hills of Cusco. There are innumerable good and reasonable places to eat within a few blocks.
Richard was more than the perfect host: upon arrival he took me to a dentist for an emergency dental problem. Over the course of ten wonderful days in Cusco, Richard made sure that I took in all the best with lots of suggestions for places to eat and things to see and do.
My Cusco experience was terrific, in no small part because of Richard's concern that his guests are always well taken care of.
Having heat in the room and hot showers and an impeccably clean place to stay makes this the perfect place for a great stay in Cusco.

I have stayed in Richard's home for three days. The apartment is spotless when we arrived at late night. But Richard is so kind to pick up finally. The apartment is a bit far from downtown but if you take taxi , it is just 5 mins or less. The neighbourhood is safe. Richard is familiar with Cusco. Richard has a very nice house in cusco. It's in a less touristy area but with easy taxi access to plaza de armas (about ten minutes). He was very helpful. He walked us to the store the first night and gave us advice on a lovely walking tour of cusco. We were in town for acclimation before starting the inca trail. Overall, it was a nice place to rest with good amenities and a very nice host!
Richard is a great host. Very welcoming and knowledgable about the area making it easy to know how to get around. His place is very welcoming in a safe neighborhood. We had a good stay with Richard. He was friendly but not intrusive and provided us with lots of information about the area and things to do while in Cusco. He gave us a walking tour of the downtown area that was fun and informative. He has hot showers which is not always the case in Peru.
His address is difficult for taxi drivers to find and perhaps could be indicated differently to avoid confusion. The location is good though.

La habitación es muy grande y tiene una cama doble grande y cómoda, la casa es amplia y está limpia, tiene todo lo que necesitas para poder vivir bien y a gusto, cocina equipada, lavadora, ducha con agua caliente... etc
El barrio está algo alejado del centro histórico de Cuzco pero es fácilmente accesible en transporte público, taxi y andando, una calle principal conecta la casa de Richard con el centro, los buses, furgonetas y taxis son bastante baratos así que no es un problema, y andando son unos 20 minutos, un paseo agradable que no se hace para nada pesado y te permite ver otras áreas de la ciudad :)
Richard es muy amable y hospitalario, nos dió muchos consejos sobre que ver y como hacer las cosas para ahorrar tiempo y dinero, además nos guardó las maletas el día y noche que pasamos en Aguas Calientes para ver Machu Picchu, todo un detalle de su parte. Recomendamos la casa de Richard! :)
The room is very spacious and has a big and comfortable bed, the house is big and clean, you have everything you need to live comfortably; fully equiped kitchen, washing machine, shower with hot water, etc
The neighbourhood is a bit far from the city centre, however it is very well connected as it is just one main road connecting Richard's house and the city centre, you can easily get to downtown by bus or taxi, which are cheap so it is not a problem, ans also walking, it takes about 20 minutes, it's not hard and you get to see different parts of the city.
Richard is very friendly and welcoming, he gave us many tips on what to see and how to do things to save time and money, he even stored our backpacks the day and night we spend at Aguas Calientes to visit Machu Picchu, which was very nice of him!! :) We recommend Richard's place!!
Retired in Cusco for three plus years after living in Costa Rica and Ecuador. I offer one half and full day hikes to neighborhood Inca Ruins and city tours that are included with stay.
